This is abundantly clear--and leap-seconds are irrelevant, since they're
a formatting convention. Absolute number of SI seconds since
1970-01-01Z00:00:00 doesn't change with or without leap-seconds.

but if they mean POSIX.1 by that, and not the rather loose original
definition, that's quite explicitly not the number of seconds.
