What they coyly omit is the duration of the window w (and the maximum slew 
to the length of the second they apply in the middle of the window)!

I bet we could discover this by sending a lot of emails (or otherwise 
sampling Google's opinion of the current time to the second) around the
next leap second, if there is one.
