As noted in the NTP discussion list some of the NTP servers had their
leap indicator set during yesterday

Some users of Linux-based MythTV experienced the leap bug again

The discussions indicate (as is painfully often the case) that the
commenters have not read what ITU-R 460 says about when leaps are
allowed, and the conspiracy theories are already appearing about
"a very clever denial-of-service attack."
