No. The plan is to replace the underlying compromise/hybrid timescale with
a simple atomic one. There should be no fragmentation of the underlying
timescale, and there will continue to be a consensus realization of it. At
the moment different localities separately choose (and keep changing their
mind about) what offset to use from the underlying timescale, and that
will continue to be the case.
