Because different countries will react differently to the morally
despicable and reprehensible actions of the ITU.  Some countries will
gleefully accept the redefined UTC as legitimate, while others will
reject it as fraudulent.  Hence different countries will have
different UTCs: some with leaps, others without.

If Daniel Gambis is unwilling to continue announcing leap seconds
without sanction from the ITU, someone else will fill the void.
