As we have been spared the hash up of question ITU-R 236/7, I think the 
best approach is to "start again".

In response to Steve's Questions above, I think that in the long term, 
all those can be attained, but the base must be a list of requirements 
for time dissemination. The questions do not define requirements in any 
scientific sense, so let's start with that.
