[LEAPSECS] Accountability for failures and broken promises

If a merchant sells produce sells lettuce by mass and gets caught the
merchant will be fined, the scale will be seized, or both.

How big a fine will Quantas pay for using faulty time measurement equipment
which resulted in great harm to the public?

Will Daniel Gambis forfeit any bonus this year for making false promises?

It means that Daniel Gambis wasn't even close to the mark when he told AP on
friday:

"There should be no noticeable affect or inconvenience on
computers or any other technology that requires precise
timekeeping because they adjust for these leap seconds"

Never attribute to malice what can adequately be explained by incompetence.
