Thanks for the references Steve. I that note with some dismay, but no
surprise, that recommendation COM/60 includes in the invitation to WRC15
"whether by the modification of UTC " which could lead to another
stalemate, but with delight that no reference to UTC was included in
that to ITUR, leaving the possibility of de-connecting a future
continuous time scale.
Is anyone taking bets on the resolution of the conflict in 2015?
