NTP will not fix the issue. See 
<http://alumni.media.mit.edu/~nelson/research/ntp-survey99/html> for a 
1999 survey. Things will have got better since, but there will still be 
significant numbers of bad clocks out there and most NTP networks I came 
into contact with till 2010 were very weak and sometimes wildly inaccurate.
