This is as seen on the tz mail list, but relevant for the folks
who are considering the future of UTC as well.

Russia seems to be deciding to move back to permanent winter time
instead of permanent summer time.
Quite fascinating is the repeated use of the phrase
"astronomical time" in this article.
Not atomic time, but astronomical time.
It's built into the cultural expectations and understanding
of what time means from place to place around the globe.
