[LEAPSECS] June 30 not leap

I've plotted graphs showing the fraction of NTP servers (of those
responding) from different groups that were advertising different
leap flags for the last few June/December periods:

Yesterday, things look like they were particularly well behaved,
though I'm not sure if that is statistically significant.
