[LEAPSECS] June 30 not leap

At the beginning of the year there were reports of Linux lockups due to
the combination of
) still unpatched kernels
) NTP pool servers with LI flags still set
) NTP daemons which only allowed June/December leaps
) old NTP daemons not configured to require a majority of LI flags
It is 5 hours until the next opportunity to find out how many
ill-configured systems take a dive.
