Your definition of the word “cope” is different than mine.  It would be a trivial change to permit leap seconds more frequently than monthly.  Such won’t be needed for many centuries.  Leap hours are an impractical rhetorical gimmick to dump the whole question (except the significant costs to many) on future generations.
