It isn't. It's a stupid thing to do.

Daylight saving does not use variable radix in that way, nor does it use
intercalary insertions. The change in UTC offset is indicated either
explicitly or with a DST flag of some kind.

If UTC worked like time zones it would have a representation like
2014-02-24 12:34:56 -00:00:35
