Yet LEAPSECS is like all the recorded discussions among various
international agencies: no consensus. The folks who are determining
policy among the various national bodies that contribute to WP7A have
never participated.
The folks in the US body have sent me private nastygrams for pointing
to documents which federal procedures require to be public. The
astronomers from USNO who were attending AAS two weeks ago were warned
about participation in the UTC splinter session with reminder of the
DoD policy memo. The IAU working group on the issue is split with no
obvious path toward a document to contribute to the ITU-R. The
historical documents look like the same sorts of things were happening
during the 1960s.
Google has done the world a service by publishing its leap smear as an
example of "how to", but its utility is restricted to their
non-real-time cloud. The trouble logs at Amazon showed no indication
that they experienced trouble in 2012, so they probably worked out a
scheme to handle any issues, we just don't know what it is. The PTP
folks are using TAI-like time, and the vendors of off-the-shelf NTP
servers provide configurations that give TAI-like or GPS time even
though there is no international regulatory basis for doing that.
