Yes, that is the table from the BIH, who were given responsibility
for the coordination as of the beginning of 1961.
The data for TAI-UTC (neither of which existed by that name) during
1960 in SoFA are very likely the ones from US NBS which can be found
in the 1992 edition of the Explanatory Supplement.
