have announced changes in the trading schedules for June 30 due to
the leap second.

Both messages show the conceptual failure that results from
Recommendation 460, that is a complete lack of concern for the
distinction between UTC and GMT.

The CCIR were wrong when they thought they could solve all problems
with a single time scale where nobody but the Time Lords would ever
have to worry about the difference.
