A bit long; the youtube speed controls come in handy.  Disappointing that they continue to rely on the equation of time red herring, etc.  Meens closes with an unsupported statement of the notion of hiding the error in the timezones; glad for any recognition that leap seconds can't be ceased without repercussions.

The question from the moderator about comparative costs was well posed; the answer was insufficient.  One would hope that the costs and repercussions would be explored before taking action.  They have not so far.
