For what it's worth, I've just submitted a patch for ntpd which 
optionally supports Google leap smear:

"Bug 2855 - leap smear support for ntpd"
http://bugs.ntp.org/show_bug.cgi?id=2855

I really doubt that real NTP clients can follow a server smearing a leap 
second over 2 hours only.
