21 bits unsigned - Days (86400 second days) (2^21 = 2097152 max /
365.2425 = 5741.8 years max)
11 bits unsigned - Leap Seconds (2^11 = 2048 max * 1.65 Years per Leap
Second = 3379.2 years max approx)
