[LEAPSECS] CPM15-2 at the end of the month

The second Conference Prepatory Meeting for ITU-R WRC 15 begins in
less than three weeks, and the deadline for contributions is Monday.
Some of delegations are still tweaking their documents, but the US
contributions are already listed at
http://www.itu.int/md/R12-CPM15.02-C/en
and they include one that wants to edit the current text for
Agenda Item 1.14.
