We have a lot of proposals for technical solutions.
Klepczynski and Dennis McCarthy were the ones who raised the subject
of leap seconds in 1999. During the 17 years of this discussion they
have both retired, others who have championed the efforts in the ITU-R
have retired or moved on or died, and this week the BIPM announced a
vacancy for Director of Time to fill the position of E.F. Arias.
It was a decade ago after one of the ITU-R meetings that William
Klepczynski remarked "This is not a technical problem."
With inaction in place until WRC 2023 it looks like everyone who was
involved at the start of this leap second process will be gone before
there is consensus about how it will end.
