Leap seconds are a great idea if your primary need is frequency and
not phase because who cares what the phase points are labeled, just so
long as the frequency has no jumps in it. Telcos love this because
they are all about frequency performance. However, when you do care
about the labels, they are nothing but a pain in the ass if you need
them to be pedantically correct in all your applications. That's why
so many folks repudiate them by doing the 'smear' and screwing up the
frequency domain to keep a sane phase domain.
