Great summary! And yes, choosing a single approach to smearing would
be highly desirable at this point.

All of these are compatible with the Java Time-Scale [1] which favours
UTC-SLS, but has as a basic requirement that it matches the de facto
international civil time scale (broadcast UTC) at noon each day. The
Java Time-Scale can also be changed if a standard smearing approach
comes out.
