I'm glad you mentioned this.  Mills's leapsecond page at
https://www.eecis.udel.edu/~mills/leap.html describes this as if
it's the way it's done in Unix kernels.  Do you know which of
them actually use it?  (Linux seems not to, as you pointed out.)
