2017-01-01T00:00:36.5 - 36 s = 2016-12-31T23:59:60.5
2017-01-01T00:00:37.5 - 37 s = 2016-12-31T00:00:00.5

The -36 applies to 2016 dates and the -37 starts with 2017 dates, just like Bulletin C52 says.
