Interesting. Nice work.

You say there -

"So the epoch at which the TAI that we now have was set to a fixed 
offset from Universal Time was 1961-01-01T20:00:00.
The offset between Universal Time and the TAI that we now have was not 
set at 1958-01-01."

So when, how, and why did 1958-01-01 come in to it?
