    Yes, Bulletin A vol 33 no 027 predicts that 2020 will be the
    first year since 1972 without change of DUT1 (= UT1 - UTC up to
    0.1 s). And its prediction for the (seasonally smoothed) length
    of day after 2021.5 is d(UTC)/d(UT2) ~= 1 + 0.13 ms/d.
