The obscure details of the process that happened in the 1960s resulted
in irregular tallying of votes, annulment of meetings from the
historical record, frantic searches for some other international body
who would make a resolution based on partial information, statements
afterwards about agencies having "overstepped their authority", and an
actual apology from the director of BIPM.
I expect this next one will also be a "because I said so" decision.
