I'm fooling around with this too, and have had good luck with
HTML_ToPDF, a php class that leverages html2ps and ps2pdf.

Does a nice job of abstracting linked and embedded (though not inline)
CSS to Postscript, and provides good Postscript page control (headers,
footers, TOCs, paper size, etc.).
The example scripts are thorough. It's not utterly complete -- and
obviously shares all of html2ps's limitations -- but it's very usable in
present form. Check it out.
