Having only really programmed for NeXTStep and OPENStep, I don't know
how other OSs handle this, but the Pasteboard in OpenStep, now cocoa
(and I have no experience since apple bought next), would "offer" the
receiving application a range of formats from fully styled, formatted,
with ruler states to plain text, and the receiving app would respond by
requesting the best format it could handle or wanted--so at least on
NextStep/OpenStep, in a sense, it was the receiving app that determined
the format of the pasted material.
