For Windows users: you can personalize your keyboard layout using 
[Microsoft Keyboard Layout Creator][1] (gratis). I've done it and now I 
can type «», “”, etc. quite happily.

It'd be nice. Spanish uses these guillemot quotes too, althought 
everybody seems to ignore that.
