Jim:
Rule 282-A was certainly no afterthought. Unfortunately
the rule book will tell one what to do, but not why. The
ADVANCE APPROACH, is the indication to proceed
preparing to stop at second signal.

Signal 230 on the eastward main track at Kilby (west
of Suffolk) was fitted to display an ADVANCE APPROACH.
What the rule book doesn't tell you is that this signal is
used to give additional braking distance. So if you're the
hoghead on a 20,000 ton tidewater and signal 230 displays
an ADVANCE APPROACH, you'd better be getting your
act together. That 20,000 ton drag isn't going to squat on
a dime. That the second signal displays stop indicates
that the operator/leverman may be cutting an NF&D across,
Pass the home signal controlling the NF&D diamond and
you're in trouble whether you K O the NF&D movement or not.
