Coal Wharf Employees - What Craft/Department?

Does anyone know for sure what craft or Department the coal wharf employees 
belonged to?

Many roads used Maintenace of Way Department employees as "pumpers" (at water 
tanks,) fire cleaners and coal wharf attendants, but I'm not sure about the 
N&W.
