Cor-ten is a poor material for hopper cars since the protective coating of rust on the surface is wiped off by the coal being unloaded.

Subject: H-11 (?) hoppers
What ever happened to the 85-ton hoppers (H-11's ?) N&W constructed with
weathering steel ? The steel used (called Cor-ten) was to avoid painting
the cars, yet the cars were stenciled. Following a hard coupling, portions
of the car's identification would flake off and fall to the ground.
