1983 must have been a year of celebration for the Operating Department. For
years, special instructions in N&W timetables dictated that trains with
loaded H9 hoppers could not exceed 25 MPH. In the 70's, the H9's were
held in reserve and would be placed in service as coal shipments increased.
When no longer needed, they'd have to be switched out and placed in storage
for the next coal boom.
A new department head came to N&W from IC. He couldn't understand why
the cars were restricted. After all, IC was running them loaded at 70 MPH.
