Picture help

Looks like some kind of gondola body, with the 1964 lettering scheme. 
Problem is, my 1973 Equipment Guide lists the flats, but doesn't say 
anything about the racks fastened to them. And I can't read the 
reporting marks on this car.    Jim Nichols
