Thanks for the help on this post. It is complicated, to say the least. I know of a local customer who has done exactly what you said; that is to order cars placed when they know they can't actually unload the car. But by getting it physically on their siding they stop, or delay the charges.
I don't know if CYO (central yard office) was up and running when you were working. Today, all "work orders" are automatically generated for locals, yard crews, etc. out of this office in Atlanta. Therefore, you don't have the option, as H.B. Lyon remarked in another post, of calling a local yard office to try to circumvent switching charges by hoodooing the clerk into thinking the railroad messed up the original switch. ALL requests for place/pull switches MUST go through CYO.
