Y6b smokebox sheathing

We had been discussing smokebox sheathing on the N&W Class Y6b locomotives.  It appears that a few may have never received sheathing.

On page 60 of William Warden's Magnificient Mallets is a company photo of the company photographer and newly built 2171....without smokebox sheathing.

Is it possible these locomotives, or at least the first group or so built, were built without sheathing?  And that it was added, mostly, later to them?  Perhaps when the smokebox door was changed?

Any thoughts?
