N&W office car 103 in 1965

A friend asked me the following:


Question:  I have two slides I made in Bluefield June 1965 of  N&W No. 103 office car  painted two-tone gray having  "NORFOLK AND WESTERN"  on the banner board in black.  Do you know the story behind this paint job??? 

Anybody help with it?  Jim N?
