N&W office car 103 in 1965

Is it possible that the car was number 403 instead of 10?  That is the
number of the Medical Examining Car.  According to the drawings of passenger
equipment this car was converted from passenger car 1602, passenger car
class Pg.  The drawing I have has a revision date of 5-15-57.
