In the breakup of Conrail, NS got 58% of Conrail's snow removal equipment and CSXT got 42%.  However the territory that CSXT asked for and got from Cleveland to Boston gets about 75% of the snow that Conrail lines receive.  I was in Steve Tobias' conference room the day Pete Carpenter at CSXT realized this and called Tobias.  When he returned to the conference room after taking Carpenter's call in his office, he had a big grin on his face after telling Carpenter that a deal was a deal and he had signed off on it.
