Caboose Wheel Set Mystery

Harry,

Interesting.  I saw such holes cut in several wheels on a covered hopper set off on the side track at Montgomery Tunnel last year.  Apparently some of the wheels had locked up and burned the treads and they wanted to make sure the car could not be moved without doing repairs first, so they ran chains through the holes and attached them to the truck side frames.
