Double Track Again

Restoring the track between GSO & HP is interesting news.  At $20M  for 9 
miles, that's over $2M/mile!  Do any of you railroaders on the list  have any 
idea what it costs per mile per year to maintain track?  And when  the SRR 
eliminated that double track?
