I believe that this would be the Virginia Southern logging railroad, which later connected with the Marion and Rye Valley railroad at Sugar Grove, Va in Smyth County to gain connection with the N&W railroad at Marion.

Bears Stop Work on Railroad
Independence, Grayson County, Va., May 29. -- Special -- Last week while
a force of men who are grading a railroad from Fairwood to Rugby, in the
west end of this county, where at their work in the woods, a female bear,
with two cubs, rushed out from among the trees. The laborers were so badly
frightened that they forsook their work, dropped their picks, shovels,
wheel-barrows and carts, and made for the tall timber. The bears escaped
capture -- and so did the men. These bears are the first that have made a
public appearance, unmuzzled, in this county, for years.
