N&W/Scioto Valley Question

I have been looking at some topo maps of my hometown of Ashville, OH on the Columbus District. There is a location noted as "Cromley" just south of Ashville which is near the location I recall finding a sizeable foundation hiking through the area as young teenager. The foundation was on the east side of the N&W, so my question is what significance did "Cromley" have to the Scioto Valley and perhaps later the N&W? A siding, a water stop?
