Question About Norfolk Area

OK, Stephen, now tell us the route.  Seems I previously read
that the new terminal would have so much traffic that
the former VGN right-of-way Suffolk to Algren would have 
to be resurrected to make double track and that the
proposed route would parallel I-664  Bowers Hill to
Craney Island. But I guess the real question I have is how will
trains off the NS connect with CSX  west of Suffolk.
