Y Tenders

I was looking at August Thieme's Y and Z video the other night and there was a scene of a Y (supposedly the 2037) on Big Bull Trestle on the Clinch that was pulling what appeared mighty like a 9000-gallon tender.  It had a doghouse, but wasn't a USRA tender - not proportioned right for the 10,000 gallon and too short for the 12.

Anybody shed any light on this?  Rev. Jim?
