This seems the likely verbage:

LEASED TO N&W RWY
WHEN EMPTY RETURN  TO
XXXXXXXXXX
XXXXXXXXXX
VIA SERVICE ROUTE

It's the 3rd and 4th lines that have me stumped. ;)

I would guess it specifies some FGEX facility.
