1908 - Norfolk & Western May Now Use Belt Line

This bill modified a law that prohibited railroads from building new
rail lines within a certain distance of their existing lines. The N&W
actually created two new companies to construct the Lynchburg Belt
Line between Forest and Phoebe in an attempt to work around this law.
One went from Forest to the Lynchburg and Durham line, the other from
that point to Phoebe.

Construction of the Lynchburg Belt Line bypassed the portion of the
original main line which ran into downtown Lynchburg in the James
River valley. Once down by the river, trains would have steep climbs
to come back out of the river basin.
